There are a lot of younger chin owners on here who depend on assistance from their parents. Perhaps this is one of those cases, but if so the parents really need to step up to assist. When they don't the animals are the ones to suffer.
If this is not the case, there is really no excuse. It's irresponsible to have an animal you cannot provide with proper medical attention, even if it's just to put it down and end the suffering.
