Concerned about chin...Please help!

I have a 9 month old Chinchilla, been a proud owner since July. All has been well until last week when I moved her cage out of my room and into the living room. When she was in my room I would leave the tv on so she wouldn't be lonely and I would usually let her out in the morning and at night. After being out of my room for almost a week without tv, this weekend I noticed a bald spot on the base of her tail, it doesn't look irritated at all just a bit dry. Also before she would eat a whole hay stack in her cage during the night and again during the day, now she eats very little during the day and at night I am lucky if she eats half of the stack. She is still eating the pellets and drinking well but she seems a little less excited about getting out of the cage now which is really concerning since she would jump on my shoulder every time i opened the cage before. I hesitate a bit to take her to the vet because i know it will be expensive and what if I am over reacting? I don't know what to do but I am worried and need advice. Please help!
 
It's possible the living room is too much for her. She may be used to less noise and traffic in your bedroom and is now starting to react.

The bald spot on the tail - is it pink or red? Scaly?

No the bald spot is just normal not red pink or scaly. New developement today though, just noticed her poop is small, brittle and wet.
