Personality or Disorder?

I'm about halfway though the waiting period for my new chinchilla, Quando, and the breeder lets me stop by her house once a week or so to visit and bond and what not. At first I was scared that if I were to get a chin that it would be scared in an environment with two dogs (even though theyre pretty quiet), so when I went to the breeder's house (she's a hobby breeder, I believe) and she had three kids under the age of a 2nd grader and a pretty hyper, barking, dog I was no longer afraid. However, in my last visit we had Quando's sister out with him, it was about evening time, and she was inqusitive and active, however Quando seemed to be "sleepy" and "mello" as I can best describe it. I'm perfectly fine with him being those things, but I'm worried his environment, or just genetics may play a factor in this and may be a problem later in life. There is no evidence of fur biting or any other signs of stree (that can be observed in a 45-minute period) so I hope thats just his personality, but could it be stress?
Also, if he is mello-ed due to his environment will he some what 'blossom' under a more orderly quiet household?

You're not going to know what he's going to be like as an adult until he gets there. There's really no way to know. I'm guessing he's still under mom since you are visiting him and his sister? Babies that age don't chew, they don't have malo, etc.

My chins are bomb proof. I have barking dogs, a screaming Macaw, screaming teenagers, etc. They sleep through it. But go open the cage door and they turn into rubberbands all around the cage. I wouldn't worry about a hectic household, especially at this age. I'm sure they don't care, as long as they have mom nearby. I walk into the chin room(s) and there are babies clinging to the wire on the side of the cage, nosey little buggers, wanting to see and hear everything that goes on outside their cage. That includes the cyclone of noise that goes thorugh my house on a daily basis.
 
I just have four pet chinchillas and three dogs. When my dogs bark at something outside, I have noticed the chins don't even wake up form their snuggled little sleeps. Not a startle, not a jump, not one eye opens. I am amazed they don't startle at the first bark, but they don't.
 
Just because he was sleepy and mellow at that moment in time doesn't mean anything. His breeder should be able to tell you his general personality at this time
