$150 a month seems like a very high estimate for a window unit if the normal electric bill is around $200 total. I think when I start running the window unit in the chin room (energy star 5000 btu) in the spring, our bill goes up $10-$20 for just running it in the daytime, but it all depends on the cost of electricity where you live. Keep in mind that that $200-ish a month bill covers electricity for a lot more than just the a/c...depending on whether you have gas appliances too, it could also including the stove, fridge, washer, dryer, lights, electronics, hot water heater, etc..
 
In our previous home we ran a window unit in the chin room. It raised the electric bill $50 during the hottest part of the summer. The rest of the time it was around $30. We used an energy star unit that was 6,000 btu. It was actually a bit older of a window unit and it never raised it anywhere near $150.
 
I have 2 brand new samsung 10000 btu units at work, both running 8 hours a day, 5 days a week and it raised the bill 49.00 a month.
 
Thanks everybody for giving me some potential perspective. I think I'll just see what the bill is when I move back home and ask my parents what the increase in the bill is for this month so I can pay that. I had a feeling my dad might have been exaggerating (I don't think he meant to, and maybe he's right after all).

I have a 5,000 btu with an energy rating of 9.7 (out of 12 I think). It's not energy star and who knows if it'll be working up to par in a year when I move out. It has a 5 year "sealed system" warranty, whatever that means. Maybe I can buy a new one or find a comparable used one when I move out if I need another unit. My room here is not huge, like I said about 11x12, including a closet, so that makes the space being cooled even smaller when the closet is closed.

It's nicer outside today, not in the 90's like it has been so the AC isn't cycling on all the time and even less at night. It's about 73F, still 40% humidity and Chloe seems normal.

We do have a basement, which is usually cooler, and more humid, like most basements. But the dehumidifier is on the first floor, Chloe on the second (second floor is much smaller so it's actually easier to cool it even though heat rises) and no one really goes in the basement except for laundry so she'd be alone. I'm sure I could move the dehumidifier and set her up in the basement, I just think she would rather be in the main house and I don't know if there's any mold (I don't think there is, but you never know) and how long it would take to dry it out. For the long term, it wouldn't be ideal since we had the floor painted and now when it rains, the water doesn't drain out the concrete if it floods down there (we live on a hill).

I've had great luck manipulating the duct outlets in homes with central air, and keeping the bill down!
Open the duct of the room your chins in, all the way.
Reduce ALL the other ducts, [especially by the thermostat] about 1/4 the way.
It may get 'too cool' or not cool enough - adjust accordingly.
Reverse during heating season!
