Overheating?

My chin Pericles keeps getting really red ears when I return him to his cage after a run, my room however is only 64 degrees tops in the winter and I have only been letting him run for 15-30 minutes.

When he goes back in his cage his ears are fine he eats for a couple minutes and then goes to a top shelve and lays down on his side and his ears get really red. If i try to move him he jumps up and runs around and his ears go back to normal until he settles in a spot again then they get red again. I have been opening my window to try and cool him down and after 10 minutes he is fine but I am still really worried.

Also I have noticed that even when I don't let him out of his cage for a run he still gets red ears some of the time and like I said my room is not at a hot temperature. Is this overheating or something else?
 
Does he hold his ears tight against his body? Many chins that do that end up with red ears, even when they are not hot.
 
He will do it sometimes when I don't let him out, so I think that is the problem when he is not running around first.

However when he is is running around and I return him to the cage his ears are not really that close to his body and they are still red.
 
I'd like to know about this to my chinchilla is 11 and he has the same thing except he grinds his teeth occasionally and he is quite lethargic he has me kinda scared please repl
