As I was reading your post, I noticed that you said you are giving him a sand bath? is that actual chinchilla SAND ( that they sell in the pet stores ) or are you using a chinchilla DUST? There is a huge difference between the two and if the sand is what is you are using this could be causing the mats and the itchy skin, as well. The sand is very course and has sharp edges to it that can break the fur and dry out the skin horribly. The dust, I think, has a smoother texture to it and absorbs the lanolin that chins naturally produce in their fur. Some really good chin dusts, and what most people on here will recommend, are Blue Cloud and Blue Sparkle. ( though the Blue Sparkle is what most would use for showing a chin )
On top of cutting down how many times you bathe him, I would also recommend using a dust bath instead of a sand bath.
