If they are sleepy then yes. normal. They also get what I call 'sleepy ear' it seems to take a while for the ears to wake up and perk up again.

My baby chin has such big ears they actually fold up on themselves when he sleeps, so it takes even longer for him.
 
I'd say that is normal.

My chin is up and down throughout the day as well as the night. If there is a lot of activity going on near her during the day, she'll be up to check it out.
 
It's normal and nothing to worry about. Oh, and chins are not nocturnal, the are crepuscular, meaning that they are must active around dawn and dusk with periods of wakefulness on and off throughout the day and night.
 
I call them sad ears lol. Gizmo just looks so sad and lonely when his ears are down but I try to leave him alone because I figured he is just sleepy.
 
I figured it might be a common name for chins but he just looks like a Gizmo and we had a whole list of names that didn't fit so Gizmo it is!
