I know seeing these type of things is very upsetting and the first snap decision would be to rip into the person to tell them how horrible they are caring for the animals. But honestly what good is that going to do? How many times have you seen that really work? If the person is trying to get rid of the animals... great! If they were a breeder and selling offspring, then that is another story.

If they are already giving up the animal, they don't want to be educated, and trying to educate them just makes them shy away from you.

If someone is giving up their pet, even if it is in horrible condition, I try to remember to not rip into them. Sometimes this is quite hard. But instead I thank them for giving me the animal and then run like mad for the car before they can change their minds! I figure at least they are doing right by the animal for a change and are giving it up to a good home.
 
I can completely relate to being torn between feelings of intense violence and rational problem-solving. Part of me wants to hurt them, and part of me wants to genuinely try and educate them. For me, it's best to limit my interaction because it usually increases my rage. Referring them to a web site is a very good idea. Even if you address it like you want them to tell the new owners this URL because you "both" know how often chins are mistreated and it can't hurt etc...
 
I hate to say it, but what those pictures shown isn't even close to being as bad to the worst I have seen. Sometimes you just have to let it go and not worry about it. You can't control other people no matter what. The only thing that could be done for the chins would be to buy them and get them into a new home.

Now you know why I refuse to look at Craig's List.
