There's no advice that we can really give you that will help. The vet is pretty much your only option to find out what is going on. We can't diagnose the problem, nor can we give a plan of action, because we really don't know whats wrong with her. You can make sure she's eating softer food, monitor how she eats and make sure she's comfortable. The main thing is realizing that you can't take care of her, so you need to find someone who can. Call local rescues and see if they can provide help for you.
On a side note - if you're moving to a different country, don't you have to take the hedgie to the vet before she gets on a plane? I thought that animals needed a clean bill of health and a vet certificate before flying, or atleast in the sugar glider world we do.
