Just as a warning - even if you get the chinchilla for free, the initial investment in a good cage/accessories/food/etc can be quite high.
Chinchillas, contrary to what seems to be popular opinion, are not cheap pets. A visit to an exotic vet can be very pricy.
I'd sit down and think on your budget to see if a chinchilla is the right pet for you.
