    Moving animals overseas isn't easy. You'll really have to look into customs/agricultural laws to see, but I have heard of that limitation.

    I'd go with fungus treatment too. Those are strange places for it to pop up at first though. Maybe dust mom and sibling with Tinactin too for preventative measures?

    If you're going to be keeping two males together, I don't see the point. Neutering doesn't necessarily change anything with how they'll be toward the other chin.

    Chins can tell the quality of the hay and that could by why she's not going for it. I personally prefer Kleenmama's hay and all of my chins love it.

    Its a good cage. Just take out all of the plastic and you should be fine.

    Fleece as pee pads?

    A lot of people make fleece liners for the entire cage floor. Some also potty train the chin (for pee) and just switch out the liners weekly. Others do just use them as pee pads, but probably change them sooner.

    A lot of people adopt from shelters/rescues. You can bond with a chinchilla at any age and 2 years old is very young still. It really depends if you only want one chin, if so, then the pair wouldn't be a good idea. I've taken in chins that are 5+ years old and they've bonded with me just fine.

    I've heard people adding unflavored and unsweetened canned pumpkin to the critical care and/or ground pellets to add fiber. I'm sure it adds its own flavor as well to make it interesting to them. Good luck!
