I know it might sound weird, but when my chinchilla pees on cardboard, when it dries it turns white like this. So I'd say it's just dried urine.

I haven't used it for a chinchilla but in the past I've used it for a hamster. In my personal opinion, I hated it, when it got wet it would swell up and be gooey. Ideal for spot cleaning I guess, but a mess to clean up. Wasn't the best at odor control either.

I use bottle water. Boiling water takes away a lot of the water's nutrients, like distilled water, it won't have what your chin needs in it.
