Hi I have a three year old chinchilla and his feet just started bleeding. He doesn't have a wired cage and runs around a smooth surface. I noticed three drops of dried blood. I checked his feet and both have scabs on them. They are not swollen or red and it doesn't bother him when I touch them. They look very dry but how do I know if it is bumble feet and not just dry cracked skin.

A picture would help. Maybe put some fleece down in part of his cage to help?

Ouch! Maybe get some neosporin on there, the petroleum might help the dryness too

It looks like his feet were quite dry and then a flake of dry skin cracked/tore off, taking some good skin with it and resulting in those owwies. Bag balm works wonders for dried out chin feet and ears. I would keep a very close eye on things and make sure that it doesn't start to show signs of infection.
