For police grade mace - Capstun, you float it in water. If it doesn't sink then you need to replace it, even if the expiration date has not been reached. Just as an FYI, in many states even mace/capstun is not legal (just a disclaimer since I am licensed to carry it). If it is more than 2 years old replace it, we replace ours every 2 years used or unused/floating or not. The cans can corrode/wear and then whoops.... it goes off. Nothing like it exploding in the cab of your truck on a 110 degree day.
Also, if you have never been exposed to Capstun/Mace then you could be incapacitated and not the individual that you sprayed. Around 10% of the population is completely unaffected by it. I am affected, but not nearly as badly as most. I can function quite well after being sprayed, and in training I was sprayed 2 times right above the eyes, had to fight off an attacker, run 30 yards and radio for help before being able to start cleaning up.
If ever using Capstun/Mace outdoors keep in mind wind direction, if he is upwind then when you go to spray nothing will hit the individual, it will all come back on you.... So if you are really brave test it in a parking lot like mentioned to see if it is clogged, but have a bucket of water nearby and a hose to clean off, and see just how badly it affects you. When cleaning up just remember that it is oil based and will enter your skin pores so keep your head forward when showering - especially if a male decides to do this. Nothing like a male experiencing it all over again below the belt...
Also on the tazer bit, if possible get trained, you don't want it used against you if you don't know how to use it. Most civilian models, if not all confetti will come out along with the actual taz when used. This is used to identify the tazer and owner for the police.
I would, if I were you also look at the knife laws in Hollywood. Most places (at least on this coast) a 3 1/2 inch knife can be carried concealed without needing a permit, that is the length of the blade on most leathermans, hence the exemption per say. I would look into a self defense course, and if possible self defense with a knife. Knives are very easy to conceal in very accessible spots. But again, major warning here, if you don't know what you are doing, then it can be turned against you very, very quickly and become deadly very fast. The weapon that kills most LEO's by surprise is knives, they don't look as deadly as they are. If someone is holding a knife and they know what they are doing 20 ft is too close to be standing, by the time you could move, pull a gun, duck etc... you are already dead.
I would also if you ever see him again pre dial 911 but not hit send, then if he does approach too close you can hit the send button and if nothing else your gps location (at least in most areas) will be transmitted along with the conversation you are having with the individual. In this state all 911 calls generate a GPS location that is fairly accurate as long as the cell phone hits 3 towers, the more towers it can hit the more accurate the location based on triangulation. The tricky part here in cities is buildings can throw this off.
