Penis stuck out?

My boy Phillip keeps licking his penis. It is a bit red underneath and around his sheith. I put a bit of ky jelly on it ( water based) but it didn't seem to help. I don't see a hair ring either. Does he need to see the vet or should it go back inside on it's own?

If the penis is not retracting & he's bothering at it then you need to give him a full check for a fur ring/infection etc (you need to check right to the base of the penis).
Have you checked his penis fully?

I extended his penis and didn't see a hair ring. I'm taking him to the vet in about an hour.

My vet was able to retract his penis and told me how to do it, as well as showed me. Thanks so much for your help!
