Penis not retracting due to scar tissue

Has anyone had to deal with a chin that is unable to completely retract his penis? This isn't because of a hair ring or anything like that, but because of scar tissue because of an incision.

This all started because my male had a stone lodged in his urethra and the way the vet had decided to remove it was by actually making an incision through the very base of his penis. After the removal surgery he had a catheter put in for 3-4 days, which from my understanding was not so much to let the urine pass through but around, to make sure the correct exit wouldn't completely swell shut (since he was urinating out of the incision as well).
Since the surgery he had been in an e-collar, then after getting the catheter taken out it was to prevent him from getting to the incision. Since the collar wasn't wide enough he managed to get at his penis for quite a bit to swell, but no permanent damage had been done from this other then finding out he was willing to self-mutilate if needed. Due to his adamant need to try and chew on anything down there I have been too afraid to leave the collar off for any decent length of time.. His final suture came out this past Thursday and after leaving him for a day or two to let that final area heal I had it off for a good 30 minutes (supervised) and after grooming himself he went after it somewhat but I had later found one single hair wrapped around so I'm not sure if that was the reason.

So at the appointment this past Thursday he gets brought in and because of his penis not retracting completely the vet had two options: force it all the way in and suture the top and bottom to make skin around it stretch to "fit" for 10 days, or amputate the actual penis and take off what not isn't fitting. First off, the second sounds extremely drastic and even though he was all "I can put the sutures in right now" to try the first option.. I really don't think that will work and for some reason it doesn't sit well with me.

Several times a day since the surgery I have been putting lubricating jelly on the area and I really don't think it will ever be able to go all the way in. Like I said, I have been too afraid to leave him without the collar for that long so maybe he will just be an aggressive cleaner for quite a while, but either way if he can't eventually get it to go back in himself he may always have the tip of his penis exposed. The vet made it sound like this was not an option.. I think it may be, once I am comfortable with leaving him alone without the collar, but I really don't know. Not only am I concerned about it drying out too much but also because of possible trauma he could cause to himself. Any advice from anyone with a chin with a partially exposed penis? Anything would be appreciated right now.

No experience with this, but let me say OOOOWWWWWWWWWW for your little guy!

I have a chin with a 'broken sheath' - There is a term for it but I never can remember the name. The vet tried twice ' the stitch his penis in bit' and it worked for about 3 days after the stitches were removed. But then it would get 'excited', bring his penis out and that was that. He couldn't get it back in. We tried neutering him, so he, hopefully, wouldn't bring his penis out again. It worked for about a week and out the penis came. However it is out only about 1/8 ". It has been that way for over a year now. At first I was lubicating it but that seemed to attract all kinds of dust and such. So I stopped to see what happend - no problems. I have had no problems with him for over a year. He is a normal chin other than that
 
I went and measured it without messing with it first and it appears he isn't able to retract 10mm/1cm, which sounds like quite a bit more then your guy. If we can just get past the chewing issue and if it was left as it is now I think the main problems that he could have is possible infections from more contact with the ground and possible trauma (like jumping from ledge to ledge and having it come in contact with the edge of the shelf for example). I would have to switch to fleece permanently which would mean hair rings much more often, but I can't think of a way to avoid the trauma issue. I would really just like to avoid surgery but I have no idea what could happen if I leave it as is.
 
I have a rescue chin called Humphrey who has a completely exposed penis. Apparently he had an accident with a burning hot radiator & burnt off most of the sheath - his penis is permanently out of what is left of the sheath & he is not affected by it.
I do not lubricate it or "mess" with it in any way. He has been like that for a few years now & apart from peeing oddly (he pees sideways) so that I have to give him more frequent baths to keep his fur clean, I don't have to intervene at all.
