They sell Oxbow and Mazuri pellets in lots of pet stores. You should probably get a container for the hay to get it off the floor, either a fleece hay bag, a little jar, pot, etc. It's not sanitary for him to eat it off the floor where he's been peeing! Then line the floor with either aspen shavings, or a fleece liner with a little bowl of shavings in it for him to pee in. You can buy safe treats for him on rondaschins.com, (along with plenty of other websites that you can find on this forum), but that one sells great wood chews which he'll enjoy. Stay away from treats they sell at the petstore they're generally not safe.

since he is a new chin, i cant really get him out of the cage too easily, so i just put the dust bath house in the cage for a few minutes while he does his thing, and then take it out... but both times so far he just pees and poops in it! how can i stop him from doing this?
 
He's going to do that, some chins like to do it so nothing going to stop him. You will just have to change the dust. Although, he might be doing that because he's not sure where to pee in the cage. I second getting a baking dish of shavings for him to pee in and a hay holder. I would also use fleece liners instead of the newspaper. i worry about them eating a bunch of it and then it causing impaction problems.

Check out the Ferret nation cage thread under housing. That should give you some good set up ideas.

On the food note, if you bought the food at a petsmart type store they may take it back or let you exchange it. Petsmart is very good about that.

i have the hay holder, and the fleece liner is coming... i guess ill just invest in the baking dish for him to go to the bathroom in and everything will be better
 
Your chin is adorable. My chin loves her hidey house. She doesn't spend much time in her hammock but there is poop evidence she has been in it. The more shelves the better. Hanging chew toys are fun. My chin loves her flying saucer, too.
