Looking for a specific breeder

I recently found out that Bessie comes from a breeder in Baltimore, Maryland. The information I have is that it was called "Blue Ribbon Chinchillas" and was run by a man named Bill, but I cannot find this breeder. Has anyone ever heard of it?
