I just got a 15 week old chin named Pichu last week. He seems to be scratching and grooming/biting more than I expected him to. It's not constant but he does do it a lot. I don't think he has dry skin, and his coat looks healthy. Is it normal for them to scratch often?

My chin scratches and grooms herself everyday. I wouldn't say all day, but a few times. You could blow on your chin's fur to see if it looks dry or red (it's easier than trying to part it with your hands usually).
 
How often was he getting dust baths? Too many dust baths can sometimes cause dry skin to develop.

I'm not sure but I did notice that they had the bath house inside of the cage so that could be the problem. I have not given him his dust bath yet since I got him to see if it gets any better. If it is dry skin, is there anything I should do about it? Or will it get better on it's own now that he is not going to have so many dust baths? Thanks for all the help!
