Yes, but people who have bought them say they aren't the best. Apparently they are noisy and the width of the running surface isn't great. It's more for a better wheel, but most feel the investment is worth it.
 
I purchased one off of CL a few years ago. The grinding of the bearings is almost louder than a standard window AC unit. It scared the heck out of my guys, so it wound up in the trash.
 
Those type wheels are safe but very noisy. I had one like that to start with, I figured it's better then nothing, my boys are small (about 530g and 550g) so the running width wasn't that bad, though it would be if I had bigger chins. Also I have my chins on the other side of the house from where I sleep. Personally I wouldn't buy one again, too noisy and requires oiling and cleaning out the bearings a lot over time, hay, sticks, dust, poop, and/or pee end up gumming it up depending on where you put it in the cage. I'd just save up for a better wheel, flying saucers, silver surfers, and chin spins are a few popular ones.
