Hmm, scarring that lead to a bald spot?

So I've been checking out Pico's bald spots every time he comes out to play, (he is SUCH a sweet boy, he lets me hold him any which way and mess up his fur and everything), and I noticed that the fur slips on his tail seem to be growing back fine, but it looks like he has a huge bald spot on his head (when you part his fur), that isn't growing any hair back. I've never had any of my chins get a permanent bald spot, does anyone know if it's common for a fur slip to never grow back? Or perhaps it was something else, a cut maybe, that scarred over and is preventing the hair from regrowing?
I have some pictures for you. His skin was dry, and there looked to be a tiiiiny bit of scabbing along the hair line on the right, connected to the roots of some of his fur, so I put a little bit of bag balm on it. He seemed to like it! haha. Any suggestions as to whether I should ditch the bag balm, keep putting it on, or do something else?

Head fur takes a long time to grow back in

Oooh okay, it could also be that! None of my guys (or girl, poor Sonya, she's always the odd one out :() have ever had a fur slip on their head before, and idk what else could cause hair loss like that, so...yeah. Rodya came to me with a large mat on his back, which I had to cut down almost to his skin, but that grew back in no time, just like a regular fur slip.
 
I have a male that lost a chunk of his scalp...must have been waaaay back in January or so it is just filling in now with fur
