I would not use the paper bags, because of the ink on them - that's the same reason newspaper is unsafe... not because it's paper, but because of the inks used.

I would imagine if this is the reason, the paper bags that you use for lunches are fine.
I gave these to my rabbits all the time and have given one or two to a few chins. I like putting hay in them and folding them up as a super cheap form of enrichment.
 
More than 90% of newspapers are printed with soy based ink, which actually is safe for small animals. I still wouldn't give it to them because it stinks to high heavens when peed on and doesn't serve any purpose in my mind, but not because the ink is toxic.

That sounds like it'd be a neat treat, a literal "hay bag" haha.

It hasn't always been that way, but has been for awhile. Reading on Wiki I see that they actually started testing it on newspapers in 1987 and the The National Soy Ink Information Center was founded in 1993.

I donate all the extra USA Today papers we have at the hotel to the local animal rescues/shelters because I know for a fact that they use soy based ink.

I was thinking different sized grocery paper bags. They don't have any ink on them, but that doesn't mean it's not been treated, so I thought it would be safe to ask here. I thought they would be a cheap part to a toss toys or something.
