I would say the biggest thing is to make sure it will not flood and it is not moist. Then make sure you can make a room for them so they do not get lose and find a nook or cranny to get into. :)
 
Depends on how moist we're talking. Is it wet all the time? How wet? Is there standing water? Is the floor and/or walls wet to the touch? Does it EVER flood? Or are we just talking a general "stuffy humid" feel to it?

If it's wet wet, you're not going to want to spend the kind of money it would take to make it suitable for chinchillas. It'd require a french drain and/or a sump pump.

NOW, if it's just a little wet...a dehumidifier will work. I prefer the type that hose into a drain but if your basement doesn't have a drain then you'll need one that has a bucket for emptying. You can buy ones that have both and choose which way you drain.
 
I would see about fixing it anyway. Not for chins, but for you. If it floods all the time mold could become a problem. If it gets bad enough, it can affect the upstairs too.
 
If the moisture part is no problem,chin safe it! Learned that lesson the hard way. Have a part that is unfinished and took almost a week to catch a pesky chinchilla. The infamous SOB that once was Canton! We had a stairwell with oil tank and my fat butt couldn't fit in there, and the smart turd knew this!
