I'm not sure what you mean by cage liners if it's not the fleece? You don't want anything other then fleece for pee absorption unless it's sewn inside fleece (and even then I don't trust it I just use more fleece). I've made my own pan covers so I actually use two different ways at the moment, mostly because I'm trying new ways to fine what works best for me. The bottom pan I have a single pillow case style fleece cover that folds under the pan at the open end so they can't get inside, (mostly to prevent them from chewing the plastic pan) but then I put a double thick liner (two sheets sewn completely around so it's closed like a comforter without stuffing) made of fleece on top to absorb pee since they just pee where ever they please. For the shelf pan I made a double layer fleece liner that I put directly on the pan and have a single layer fleece pillowcase style cover over top of it and the pan, once again overly long so I can tuck it under. So basically I have 3 layers of fleece on each, it's not necessary to have that much if your chin is pee trained to a litter box, a single layer pillow case style cover should work if it's just to prevent chewing the plastic. If your chin is not litter trained though a single layer thick fleece cover is not going to be absorbent enough unless you change the cage daily. I use a plain color for the fleece being covered up and patterned fleece for the stuff showing. Hopefully I've made some sense and haven't confused you farther, lol.
