cleaning martins townhouse cage

I recently got a martins townhouse cage. I do not have the means to get shelves put in the cage, so for the last/next week or two i still have the metal flooring and ramps in place. I have 2 chinchillas. I had the chinchillas in an even smaller cage when i first got them, and i never noticed any odor while cleaning it once a week. now that i had this new, bigger cage for the last week, i noticed it smelled at the 6 day mark so i cleaned it. i dumped the tray and washed it with very hot water and neutralized it with some vinegar then rinsed it with hot water again... i attempted to wipe down the entire floor/ramps with a hot cloth.
im pretty sure it still smells.

any advice on cleaning this cage? i heard it was difficult but i didnt understand why.
im sure once i get the wood shelves put in it might be easier.
