I have had my 9 week old chinchilla for about almost 2 weeks now. Today when I she came out to play, she was acting strange. She was very timid, and running around, as if she was very nervous. Then she would freeze, and make a noise. I can't really explain how it sounded so here is a link to a video I recorded of her making it. She had done it multiple times. Maybe she sensed my dog on the other side of the door scratching and sniffing? And maybe she was irritated or nervous about my dog being on the other side of the door? I don't really know! Is she really 9 weeks old? Looks a bit older. If so it brings up a number of questions. If shes 9 weeks and you had her 2 weeks then math dictates that you got her when she was 7 weeks old? If so, where did you get her from. A chin that young should not be rehomed. Many chins arnt even weened at 7 weeks. And even for those that are, a responsible breeder would keep them a while to make sure they are doing well on there own.
If she is 9 weeks old then shes probably very scared. A chin take time to adjust to a new place. Its new cage, new ppl, new surroundings, new smells, new everything to them. While some adjust quicker then others, some take 1-2 months to start adjusting. And if they are not adjusted well, then letting them out is only going to scare them even more.
And that being said, a chin under 6 months old should not be out for play time anyway. Then need there energy focused on growing. A young chin usually doesnt know when to stop and can run themselves to extreme physical exhaustion. They also cant regulate there heat as well and often times get over heated with can cause all kinds of problems, or even kill them. Not to mention they are more clumsy and thus more prone to injury.

That chin definitely looks older than 9 weeks to me, looks more like a full grown adult.

The noise was your chin barking, which is a chins warning call. They do this for odd sounds/smells, when they're scared, etc...

that chin is not a 9 week old chin. Are you sure it isn't a 9 month old chin? Looks more like a 9 month old chin

Definitely not a baby! But I agree with Smidgeyy, my chin made that noise on our drive home, and occassionally makes that noise at night. It's some sort of warning cry.
