Chin wheel help?

Sorry if this question has been asked before, but can you make you own wheel some how? I really didn't get the answers I was looking for when I checked the other questions so is their a simple way or not? :hmm:

There is a website that has the instructions and items needed for making your own wheel. I used to have it in my bookmarks, but I had to reformat my hard drive and reinstall windows. Needless to say I don't have it anymore. Let me see if I can find it again.
