bonding problems?

I am a new chin owner, I've been a parent for about 3 months now. My first chin Loki came from the pet store and he is very sweet and likes to come out and sit on my leg. He also nibbles on my hands and lets me pet him as much as I want. My other chin Freya is a different story. I always try to give her treats through her cage bars and she won't even take them... (by treats I mean rose hips, chamomile, and hibiscus.) She runs away whenever I come near her cage. If I open it to put in food or to give her a toy she hides in the corner... Sometimes I'll try to take her out and let her play but she just wants to go back in her cage or run away. I'm not really sure what to do. :hair:
 
I would give Freya time. Take it slow. Sit by her cage and talk and/or read to her. Some chins take time to come around and trust their people. As you have seen they are all different.
