Is it not ok to give your chin the timothy hay that comes with dried carrots or mangos mixed with it?

No, it's not. Just plain, good quality timothy hay. Any time you have a feed or a hay with that kind of treats in it, they will eat the treats and throw away the stuff that's good for them.
