It looks like it to me. Also, there's a lot of tuffs of fur in his cage too. Is that normal?

Is the fur missing from both eyes or just one? It could be the start of fungus, but may also be runny eyes from malo or an infection. The tufts of fur could be him priming out, or if he is housed with another chin, fur slip.
 
My chinchilla had watery eyes just like that. I tried lots of things, I rinsed her eyes, got rid of the sawdust from her cage, I got eye drops from the vets, but nothing made any difference. It crossed my mind that it might be Malo (Something her sister suffered from) so I took her to the vets yesterday for an X Ray to find that that was the problem.
Please keep malo in mind, I wish I'd taken her to the vets earlier than I did :(
