About a week ago, I switched my chin's bedding from shredded pine to a fleece lining. He's adjusted to it pretty well, but I just noticed him licking and chewing it, but in a few select spots. The spots he licked were damp to the touch, so it was more than a quick tasting. Is this something I should worry about?

I would just rewash the fleece to make sure there is nothing on it that he might be ingesting that is causing the licking. Also only use vinegar for washing, no detergents since they can contain harmful chemicals and/or leave reside sometimes, most also contain some fabric softener which will decrease the absorbancy of the fleece. Chewing can be a problem if he swallows it, it's not digestible and can cause a blockage in his gut.
