It sounds like he is bruxing (grinding his teeth). It could be stress, tooth pain, or just boredom. I hope there is no electrical cord coming out of the bottom of that light....

There isn't. I unplugged everything and wrapped it up. I unplug everything and protect all of my outlets. I'm taking him to the vet on Monday because his food pellets are being crushed. He doesn't let me hold him long enough for me to check his teeth, so I'll let them do it. I took him a month ago to a bet through petco (that's where I got him. Don't judge. Those guys need homes, too even if they aren't in the best health) and they treated him for ear mites. I asked them to do a full check up on him, but I wasn't allowed in the room with him, so I made an appointment with a vet who specializes in exotics. I just hope he's okay :/

No shame. My boy is from Petco. Awake tooth exams rarely catch more than the most obvious tooth defects, and cannot check roots, so most people recommend x-rays with sedation. Crushed pellets are not altogether unusual. Lots of times they will grab a pellet, take a bite, and throw it back in.

To me that chinchilla looks like he might be chewing on the cabinet, and I've heard that sort of sound when one of mine used to chew on the wall when he could get to it, I would check anything he's been near when he's made that sound for chew marks

In my experience bruxing is a pleasure activity in rodents rats, gerbils and my own chinchillas at least. All of my cage critters do it if they are happy but I've never seen or heard any of them do it when they are on the floor.

Boji makes that sound all the time. For him, it's definitely a happy sound. It started the first time he "loved" my hand, and he'll use it as a reply when he gets a ton of attention. If I smother him in kisses, tell him what a good boy he is, or talk to him like he's the only chinchilla in the world, that's the response I always get. He'll even come over and give me kisses if I keep doing whatever caused it, making that sound the whole time. Luckily, he figured out that hand lovin' is not okay. :))
