What type of fleece is safest for chins?
Which synthetic fabric(s) should it be made of?

Anything made of fleece should be made with polar fleece.

There is also anti-pill fleece. Most "types" of fleece are fine for chinchillas.

You just don't want the ultra cuddle or really fuzzy kind.
