1. The entire cage is tilted slightly to the front, can I fix this?

2. The wheels on this cage keep falling out (bought it used). Can I replace them, or do something to fix that?

3. The bass pans are extremely LOUD when the chins jump to the floor. Is there any way to secure them, or quiet it down?

The cage could be tilting because of the wheels. Also make sure that all of the screws are tight because I've had some come loose and the cage would tilt after time. You can replace the wheels with heavy duty ones from Lowes or you can order them online. One place I found was http://www.castercity.com/ I've heard that you can put cardboard cut outs under the metal pans to keep down the sound.

Yep, I wrap fleece around all of my pans and they are secured on the sides by some velcro. I tried the cardboard idea but it's not as quiet as it is with the fleece wrapped all the way around the pan.

Here is an (old) pic -
