MCBA Show Replacement Ribbons?

Is there anyway to get a replacement ribbon through the MCBA?

A person that purchased a chin from me and then decided to return her since they didn't 'bond' lost the girl's ribbon, but said she would pay to replace it if possible.

Who would I need to contact to see if this is possible? The chapter president?

No clue... I would go with contacting the chapter president for the chapter that held the show..
