Linoleum safe?

I've been looking into something for my chinchilla cage. He's housed in a feisty ferret cage, which is different from the ferret nation cages as there is only one door that opens making it impossible to put large brass or plastic pans inside to line the cage floor. I have read that linoleum is safe and unsafe for chinchillas. I understand that it is toxic to them if ingested but he's never chewed on plastic or torn at anything other than wood. He really likes chewing on wood and he has plenty of wood ledges and chew toys to play with. I had at one time had fleece liners but he hated them. He was constantly tearing at them in the corner and ripping at the cardboard underneath them. He shredded the first fleece liner in a day. I'm not worried about him chewing on it, which I can understand it will be toxic for him if he does. But I can't see how it hurts him having it in his cage considering during his free-play he is in contact with linoleum floors. I need a cheap option. I lined the bottom of his cage with tiles but due to the awkward size of the cage and the position of the hole into the top level, it's hard to find something that can fit his cage perfectly. I've thought of doing the coconut fiber carpets but I also need something that doesn't constantly have to be replaced and doesn't produce an order. Right now I vacuum his cage daily and wipe out the bottom with a 1 tablespoon vinegar to 2.5 cup water solution. Any suggestions?
