Is this Normal ?

Hi,
I adopted a 2 year old chin from the local humane society a couple days ago. He is known as Oswald.
I noticed something that I thought was poop stuck to his fur. I haven't been able to hold him much yet, we are still bonding.
But, when I looked closer, I believe it is his penis. It doesn't look normal to me. OR at least normal to the Google search that i have done. I thought chinchilla penises are supposed to fully retract and go back inside.
Well, his sticks out. So looking around, I have found some things saying that it could be a hair ring. I attempted to put triple antibiotic on it, and slide a hair ring off. But I was not able to get his penis to release any further to look for a hair ring. I tried for at least 20 min. All that happens is it plumps up a bit.
He is eating/drinking and urinating/pooping just fine. Seems fine.
But because of the dark color, the fact that its hanging out, worries me a bit.
I'll attach two photos. One is when I first noticed, the second is after an attempt to "lube" it up for hair ring removal.
I tend to worry a lot. So maybe I'm over-reacting.

So, my question. Is this normal, am i touching his chin-penis for nothing?
Or could this be something serious?
My family vet who is 4 hours away from my new location, suggested the Triple antibiotic ointment and to check for hair rings.

Yep, normal. Both of my standards have a little dark patch like that. I usually watch for signs that he's trying to clean himself to do a monthly check. I also tend to wake them around mid-day to do it so they're a little less inclined to squirm and we get it over with faster. :) Congrats on the new boy. Be sure to check out the new owners section of the forum for advice getting him set up if you haven't already done so. :)
