is this normal?

i have a young male chinchilla (not sure of age, approx. 6 months) that has two large swollen lumps near his penis and anus. they are not his testicles because i can see them as well. is this normal or should i be concerned? i checked for hair rings and didn't find any. he is acting normal, eating, drinking, running around. it did look like he was having a little trouble pooping, like they were getting stuck. is he constipated?
right now the lumps are deflated again.

Looks like his testicles to me. They just haven't dropped all the way yet (fully distended into the sacks, which you can see at the bottom).
