I'm sorry to say that is not a chin-friendly wheel. I have read that they are junk anyway. Try Quality Cage they seriously have the best wheels ever. They are expensive but they last forever. I bought two chin spins for my girls and they love them. I was trying to decide if they would like the chin spin or the flying saucer better so I went with the least expensive one and see how they liked it.

I've seen those in the cages at petco and they really aren't sturdy enough for a full grown chinchilla. It'll knock over easy and i don't think the diameter is big enough either.
