Looks like mom is chewing it off.

Just as an FYI, I was told by a couple ranchers if mom chews the fur off her kits, she should no longer be bred.
 
Strangely, yes, it can happen. It could be that she's just too stressed by the whole experience.

I had a female that never chewed until her second litter. First litter was fine, the kits never chewed (I know where they are as adults). The second litter, she chewed the fur off her kits. She never chewed herself, just her kits. I spoke to a couple people and they said if she chews herself, it's fine. If she chews her kits, she's done breeding. I never took the chance. I just removed her from breeding and sent her to a pet home.
 
That looks to me like mom is plucking him, not chewing. I've had females pluck their babies almost bald like that and the fur grows back fine. The females that have done it only did it to one litter, usually their first, and then never did it again. Did anything change around her this time? Anything that could stress her out?
 
About 2 months ago we changed from aspen litter to pine but she hasnt seemed bothered by that. She had a still born in this most recent litter. Thats about all I can think of thats different than usual.
