So I've been following the general instructions on taking care of my chin. dry her when she gets wet, give her a dust bath 2 to 3 times a week and give her pellets and not many sweet foods. But recently it feels like little parts of her fur are becoming stale or stick together.

What is causing this?? And how do I make it stop, I'm getting really worried.

A dust bath 2-3 times per week is on track. But you mention "drying her when she gets wet". When is she getting wet, and how wet is she getting? You should try to keep your little girl as dry as possible, since it's hard for them to be dried because of their thick fur. Could you post some pictures of her fur that is stale and sticking together? I'm having hard time imagining what you're describing.

Also, it's great that you're giving her pellets! She should also be given hay, in addition to the pellets. As for sweet foods, what kind of sweet foods are you giving her? Some healthy treats include rolled oats, dried rose hips, and apple twigs that have been properly prepared.
 
When I mean wet, I mean sometimes she pees on herself, or runs under the water bottle and gets wet. but we dry her with a towel. You can't really see the staleness, but you can feel it. It feel like hair gel or gum just on the tips. I feed her hay too, problem is if I give it to her regularly then it's the only thing she eats.
 
Her gorging on hay is not bad at all. Many chins will fill up more on hay than their pellets. It's perfectly fine.

Where on her body is this stickiness/staleness? Is it on her belly, her back, etc? What are you using to dust her with? If you're not using a good dust, it's probably not performing the job correctly.
 
Yup. Give her as much hay as she wants. I agree about the dust. It may not be up to par? What dust do you use?
