Throughout the past couple of days I've noticed a patch forming on Leo's right haunch. Is this a sign of fur biting? Or do chinchillas shed for winter/summer like other animals?

Looks to me like he's priming (shedding). They do shed their fur, but not evenly, so you will sometimes get patches where the new fur is obvious.

Chewing looks fairly distinctive as they tend to chew off the fur tips, so what you see the darker middle part of the fur - So fur chewing looks like the fur is shorter but also much darker where the lighter tips are missing.

I agree, the pics don't look like chewing, chewing looks like the chin has had a bad buzz cut.
