encouraging using litter pans

I have a few questions I'd like some opinions on from you all, "the experts".

I have 3 chins in a split FN 142 cage (2 on bottom, 1 on top), with metal pans from Bass. I have used glass (pyrex) pans with pine shavings as their litter boxes for 3 years and have had no problems. Zoey (the single chin) uses her litter box very well! no problems there at all. The 2 chins on bottom level usually have an accident or two, but nothing big. Lately tho, they are peeing all over the bottom of their cage. It makes for a stinky cage and much messier and harder to keep clean!!

my questions:

1. any ideas on how to encourage chins to use the litter box? (I REALLY prefer this over starting fleece liners.) what would cause them to be suddenly peeing on the floor? I have no switched shavings, pans, food, any thing. i clean more often than usual. im confused. (there are no signs of illness in my chins, vet gave them a clean bill of health last week.)

2. i REALLY don't want to switch over to fleece liners... as I think it wouldn't help the smell at all. I live in an apartment building, and pay for each load of laundry i do. I would not want to wash liners with the rest of my clothes etc, only separately. so to accumulate a whole load of dirty liners would take awhile, correct? and wouldn't the dirty liners smell in the time being? How would that help my situation?

any positive help and ideas would be appreciated greatly!
 
If you have changed routines, go back to your old routine. Mine will pee elsewhere after I change their litter unless I put a bit of urine soaked shavings in with the clean so they know where to pee. I typically clean up during with a cage spray and paper towel so they don't smell where they peer last....they typically don't go there again but will go where they sleep thei pee...in the shavings pan!
