What do you mean register? There is nothing like AKC for chinchillas to register your chinchilla with.

There is the Empress Quality Registration program. For THAT you would need to show your chinchilla at an ECBC sanctioned show with at least 2 sanctioned judges and have your chin take a 1st place or higher award.

Someone once mentioned "pet-quality" chins. I was trying to understand what the alternative was. If I understand you correctly it has to do with showing them and receiving awards. Thanks.
 
"Pet-quality" basically means the same across all species, be it dog, cat, bird, etc. It has nothing to do with registration or anything, it means the animal doesn't properly fit the standards it is held to and shouldn't be bred.

Pet quality chinchillas are just that, pet quality. They are lacking qualities that are needed to improve the species and therefore are not suitable for breeding. Pet quality does not mean poor quality, it just means that they would not benefit any breeding program or they come from a questionable background and should not be bred. Like chinchillas from pet stores or rescues are considered pet quality. Just like you wouldn't breed a dog or a cat from the shelter or a dog or a cat from a pet store, you shouldn't breed a chinchilla from a pet store or shelter.
 
They should have something like that for humans. LOL. If you are not going to benefit the species in some way, you don't breed! :p
