Change in Potty Habits?

Help!!
I have a female chin, about a year and a half old and within the last month she has started peeing near her food and hay. She has a litter tray on the bottom floor of her cage which she has been using fantastically up until now! She now pees on the upper level near her food. I have cleaned the area with a very mild bleach solution multiple times and tried putting her wood ramp toy over the spot but she just pushes the toy away and continues her bad habit!
Any suggestions on how to get her back in the habit of going in her litter tray?
 
bleach residue or scent can be hazardous to chins. Try a 50/50 vinegar/water solution instead.

Sometimes they change habits and theirs not a whole lot you can do. My one girl used her litter pans all the time. Then woke up one day and decided not to do it any more. Its been years, and im still wiping up pee every morning and evening off the tray ><

One the other hand i had my girl waste a bit to much hay one night so i put it back in there hay dish instead of replacing it. They drug it out of the hay dish and peed all over it.
 
Bentley does the same thing. He had been really good about peeing in his litter pan, then started peeing on his chiller stone on the top level right near his hay. Every time I think I have found a solution he does it again. Can't figure him out.

lol, Godofgods. I shouldn't laugh because wasted hay means money but it's funny how chins can tell us stuff in no uncertain terms.
