Can chins remember bad experiances and people that were involved?

The main adoption coordinator/evaluator at the shelter where we adopted Jail Break from comes to visit us. Seems like Jail Break gets a little Grumpy and on edge when she is here. There were other people at the shelter that did not respect him or his space and were too rough with him. Do you think that he hears her voise and that all come back? Not to sound like a crazy person. This seems to be the only time/person this happens with.
 
Aww poor guy she feels so bad that he gets upset. He has now figured out that we are mom and dad he loves to just hang out under my chin and in my hood and if anyone else pets him he allows it but always turns to me and checks in.
 
Momma chin had a stained pee pee and needed some grooming, this has been over a year ago. She hated me ever since. Now it is down to just dislike, but jeez! She loves my husband and son though
 
I do believe chins can somehow remember bad experiences. My one boy Pip started nipping at my son's heels about six years ago and my son swears he didn't do anything to harm him but Pip does not like him. Four years later, if my son happens to enter the chin room when Pip is out, he will nip at him. It's like he's never forgotten an incident and definitely hasn't forgiven. It is quite odd.
