$20 Wheel?

I remember seeing a homemade wheel on a site for about $20. Does anyone know where I can purchase these? As well as tell me how smooth they run?

The only place I've seen them for about $20 is ForCHINate chins, and she hasn't been making things for awhile now. I bought one a few years ago and just recently replaced it with a flying saucer because it was so very noisy (so much so I had to leave the room to talk on the phone) and I kept having to clean and oil it (with vegetable oil) every few days after awhile because it would get gummed up.
