A pic could help, but based on that size I would say one maybe two chins can fit in that so long as they get along well. 2'x2x3' is the minimum size for 1-2 chins, but that gives them very little ability to get away from each other if they need some alone time. Ideally you want at least 8 cubic feet per chin, so 2'x2'x2' for example, or how every the cage is, taller is better since they like to hop/jump.
I would work on bonding with the chin inside the cage first before giving playtime. Chasing the chin is only hurting your bond, and makes her more scared of you. It's best to get to the point of the chin actually coming to you, or go into something, many people use the dust bath but a box or carrier work too, so you can easily scoop her (or whatever she is in) up and get her back to the cage.
