I don't think picking him up by the tail will scare him. Just make sure to grab the base of the tail (the part where the tail connects to the booty), because you can damage his tail by grabbing his tail differently. The first time I did it my chinchilla reacted really well, and stayed still...

I don't put anything underneath, I'm pretty sure the fleece does the job itself. You can also get a litter pan if the chinchilla(s) like to pee in one corner of the cage. And yes, just switch the liners every few days and machine wash and machine dry them. I highly recommend you get some. :)

I got mine from a friend who "got sick of taking care of him". I got him with the cage for 60$, where at the pet store the chinchilla would be 150$ and the cage would be at least 100$ for a smaller one.
