I would imagine it's safe, after all it is just a type of mint which is safe in small quantities and good for appetite and digestion. Many herbs are beneficial, Raspberry and black currant leaves are helpful for soft stools for example.

I only give them loofah in chew toys, mainly hanging ones. Sometimes I reuse old toilet/kitchen roll devoid of glue, hide some hay or alfafa in it and tie a slice of loofah at both ends as a top and bottom.
